EWER: Situation Review March 2016

In March, Belunai??i??s Early Warning, Early Response (EWER) system continued monitoring for violent incidents and changes to the securityAi??situationAi??across Timor-Leste. The EWER system recordedAi??101 violentAi??incidents – the lowest monthly total since July 2015. The reduction can likely be attributed to a decrease in alcohol consumption during the pre-Easter periodAi??(i.e. during Lent)Ai??andAi??an increase in agricultural activity during the rainy season. Intensified PNTL patrols during the Easter weekend may have also contributed to the low total. Despite the reduction, Rama Ambon (slingshot arrow) attacks and stone-throwing by unknown perpetrators continued in Dili, though to a lesser degree than in February. In one incident,Ai??a young man was killed by an arrow outside an Easter celebration at the Aimutin Church.
