Implementation of PNDS Participation Monitoring, Belun is partnering with The Asia Foundation (TAF) and support funding by DFAT. This program is using a qualitative approach toward understanding the impacts that community-driven development projects in Timor-Leste. In the context of ongoing decentralization framework and other various projectsin municipal and local level. The goal of this type of monitoring of the PNDS program is (a) to document information about the implementation of PNDS from multiple perspectives; (b) to capture lessons on the implementation of the program itself, as well as considering issues related to the broader impact of the program.

The stakeholders of this program are Suku Council Members, members of the PNDS Community Management Teams, members of the community with a specific focus on marginalized members of the community; including women, people with disability, youth, ethno-linguistic minorities, etc.Community participation monitoring of the PNDS was taking place in 47 suku from 8 Municipalities. Currently for third year implementation, the targeted areas are changed and merely focusing on 30 sukus of 4 Municipalities: Bobonaro, Covalima, Lautem and Manufahi.
