EWER Situation Review December 2018 to January 2019

Belun through its Early Warning, Early Response (EWER) system recorded 111 incidents of violences in December 2018 – January 2019. This is a reduction 5% when compared to the October-November 2018 period was 122 incidents. The number dropped in the period of December with the celebration of Christmas 2018 and the New Year in January 2019. The reduction was also due to the Government who announced an order of joint operations between the institutions of the National Police of Timor-Leste (PNTL) and FALINTIL-Defense Force of Timor-Leste (F-FDTL) to patrol in Municipalities to prevent conflict and violence. However, serious incidents occurred, there was fighting between members of the former MAGs in Baukau Municipality and the community felt unsafe and were in fear.

Domestic violence remains high in the RAEOA, and Covalima Municipality. There were 50 incidents in RAEOA, 43 in the municipality of Baukau and 23 in Covalima municipality. The actors were male perpetrators 96, 7 women actors, male and female actors 7 and 1 unknown. The perpetrators of these incidents were 45 men, 50 women, 15 women and men together.
