EWER: Situation Review April 2017

In April, Belun’s Early Warning, Early Response (EWER) system continued monitoring for violent incidents and changes to the security situation in Timor-Leste. Field monitors recorded 132 incidents, and identified that some Administrative Posts registered high numbers of incidents between October 2016 and April 2017. Several administrative posts had an average of more than 4 incidents per month during this time.

Data also showed violent incidents related to former Martial Arts Groups (MAG) and Ritual Arts Groups (RAG) increased in April, with a total of 13 incidents. This increased more than four times since March, which recorded only 3 incidents. Two serious incidents involving PNTL members were also recorded in Same and Maliana.
