Ba Distrito Program is funding by, USAID and managed by Counterpart International. Counterpart partnered with Belun and Belun worked with the Ministry of Administration ESTATAL and the National Directorate Support Suku Administration (DNAAS).

The Ba Distrito program goal is to strengthen local governance and access to justice in Timor-Leste. The objective is to improve sukus (villages) capacity in community participation and representation in local government.

The targeted areas of the program was 4 municipals and the Special Region of Oecusse; Baucau 20 sukus, Covalima 18 sukus, Liquica 23 sukus, Ermera 21 sukus, and the Special Region Oecusse 18 sukus.

The activities of Ba Distrito Program were to review, update, and creates tools of various resources to strengthen local governance, design and provide assistance in capacity development to suku councils and associations, and evaluate and collect data about Alternative Dispute Resolution (ADR).

The program also assisted in strengthening the democratic system during suku elections.
